Virtue is the (un)official roleplaying server. There is some roleplaying on other servers, and you'll find a lot on Freedom as well. (although there you'll mainly find 'the usual mix.')
As for the best way to FIND roleplayers and participate in in-game roleplaying? Find a good supergroup. It's an easy way to have instant access chat with up to 75 people, you get your own base to hang out in, and it makes teaming up for missions easier.

I'm curious as to what Servers to find good in game Roleplaying, or the best ways to find roleplayers while playing.
I'm new to MMOs in general, but have been roleplaying and reading comic books for many years.
