Yes 3 missions is the max. clear one out and you'll get the cape mission from the tailor

1. Finish one of the missions.
2. Go to the city representative in Atlas Park's city hall.
3. Do all the missions.
4. Go back to the city rep to get access to the capes. Edit: To put the cape on your costume you need to go to the tailor.
The mission from the tailor is for your second costume.

The cape or the mission. The mission is best done with 1 or 2 other people and the cape comes in various lengths. Unfortunately not the floor sweeping, all concealing length that many of us villains favor.

Hero misison is shorter than villian mission and is only 1 part comapre the villians 2 part mission. No wthere's always a chance that they changed the hero cape mission as its been almost a year sinec I ran throught it.
The longest part about the cape mission is all the friggin' running you do first. You get to talk to three people - the last one of which is WAY out in a corner of IP.
The mission itself? Is one I prefer to solo. Duo at best. And if you have no mez protection - pick up a couple breakfrees. That's really about all you need.
On the villain side - not so bad, depending on which hero you get to fight. Had to deal with that *#$&# flying elec/elec with my Brute. Annoying...
how do i get the cape? i went to steel & talked with the main tailor & he just says i got too much on my plate.
