[[ I feel your pain, a definitive resource would be cool. The problem is that such a resource would have to have at least some kind of nod from the devs, otherwise, it would be just another fiction. Would they be willing to give it to a third party? Are they willing to undertake the task themselves? I'm guessing probably no and no. 
If you're looking for documentation that it is, indeed, Rhode Island, check out almost any Paragon Times article. The byline on almost every one is "Paragon City, Rhode Island." I haven't seen any reference to Maine. ]]
We've been saving Paragon City for eight and a half years. It's time to do it one more time.

Check out The Web of Archnos for some back-backstory. Google for the History Plaques, those and the Exploration badges offer a few bits of history. If you can stand spoilers, the websites that transcribe mission arc texts give some histories for the villain groups. If you ever see "About $target" on an NPC, read it.
I'm disinclined to recommend the Top Cow comics, simply because what I remember from the first two seem to contradict TWoA novel. However, the twelve Blue King books, as far as I remember, seem to be in sync with the game.

True, also check out Manticore's posts. He's taken a lot of forum space to clarify CoH universe issue and break stuff down for us. Of all the devs, he appears to be the one who's the most into the fiction behind the game, and I've found his info invaluable.

Also Geography will give you further details about the history of Paragon City and its zones.
Villain Groups will fill in some of the dates on villains.
In game history badges
And Warcry has perserved some of the Trainer and Task Force Contact bios.

So far, the only thing I've found is the stuff in the comics, and history badges. Such as... Paragon City is in which state??? So far from what I've read it's in Rhode Island... And it's also been mentioned that it's in Maine and a couple other states.
Doing up a wedding scene where the official says "By the power vested in me by the state of *proceeds to cough up lung* I now pronounce you man and wife." That won't cut it, you know folks?
Which brings up another point, is this stuff actually posted? or is it considered to be developer information only?... Please advise folks, doing up a lot of fan fiction as of late, and I want to make sure that it jives with the continuity of the game.]]
