Virtue might be what you're looking for.
It's my opinion that's its all who you meet. There are RP'ers on every server. I RP most on Guardian, but I know of folks on Champion, Justice, and Pinnacle...and of course Virtue. But don't feel like you have to limit yourself. Select a server where you get a good connection (depends on where you live) and when you meet people in these forums and in-game let them know you RP.
