He is a Stone tanker in game, which in my mind translates roughly to being able to form and control mineral deposits around his body to make armor and weapons . he also is starting to ba able to control the ground around him (Earths Embrace, Mud Pots and eventualy the Earth EPP)
Looking for some ideas? Well, if you're looking for ideas on how to interupt the character or place yourself in his mindset, I'd look at other heroes who are similar and take notes. Who sounds like this kind of hero. Profession-wise there are some hero/laywer type heroes I can name off the top of my head. Real popular... that's right: Harvey Birdman. Then there's Daredevil. Think about how they go about their business, and examine there mannerisms even if you don't think City Hall will be anything like them. You do the same for heroes who match up to his power set.

Well, I have had the RP bug for a little while now and I just set up a crey profile.
What I am asking is; can you guys bounce some ideas off of me please?
I am trying to flesh out my character and I have hit a bit of a block, maybe some fresh ideas (even if I don't use them) will get me kick started. Below is a brief description of City Hall, fell free to critique or embellish it, also check out my crey profile and let me know how I did with that.
Real name: Hal Smith
Registered Alias: City Hall
Hal's powers developed relatively late in life, he as a junior in high school when he when through the changes that eventually made him into a hero.
He was an honors student, and his parents had high expectations of him. He was to become a lawyer like his father and eventually run for public office. Even though Hal realized what was happening to him, he hid the full extent of his powers from the world, not out of fear of persecution, but out of love for his parents. In fact minor mutations are not unheard of in the Smith family, but the mutation that affected Hal was quite different.
As was expected Hal finished law school and quickly passed the bar, which is when his life truly began to change. You see, Hal became involved in the district attorneys office as a public hero defender,(common need a better name)it was in this office he saw how desperate things had become in Paragon City, and realized it was not for him to decide not to use his powers. So he became City Hall by night protecting the heroes of the city as well as the citizens, he also kept up his legal duties, mostly as a freelance attorney, helping heroes where he could.
That is what I have so far. Some other thoughts that I had are
1: City Hall is now the dominant part of Hal's life.
2: Hal feel's no need to hide his identity or powers.
3: has an ex-wife, or ex-girlfriend back home who (parents introduced her sort of thing) he wishes he could explain why he has to do what he does (maybe he doesnt know himself)
4: has a problem (as a tanker) excepting others pain and suffering, blaming it on himself.
