Since I've seen it occur using ASP and .Net both, and knowing that the Launcher uses .Net, it was a possibility.
Most of the other searches I find for that specific error message are issues dealing with WSUS, NDS, LDAP, Silverlight, BITS and MIME types, and even downloading and installing Resident Evil 5 of all things.
This may be something you need to contact Support about if no one can offer a quick solution. It's the first time I've seen this reported with this game.
I went ahead and e-mailed support. Hopefully this gets solved soon, as I'm really wanting to try this out. -

Went through the steps and got the launcher up and going. But when I click "City of Heroes" to install. I get a http status 403 error.
Tried uninstalling, reinstalling, running as admin. And anything I could think of. No luck.
Any ideas?
It pops up a "view log" button, read through it best I could, but heads nor tails of sense.
"HTTP status 403: The client does not have sufficient access rights to the requested server object."
