I attempted to load Test. Wanted to check slotting on my Elec/EM Tanks build. and I got the error

after checking the space left on my drive I checked permissions for the COHTest folder, the Piggs folder, and the file with the issue. I've got more than enough room on my HDD, and the security settings match what's set on the live install.
Also, I'm having this problem on both the desktop I use and my laptop.
