My build has 50 percent melle range and AOE defence is this over kill what is soft cap does it only happen in pvp zones? plz help

On Mids it shows that i can put forcefeed back chance for recharge on my tornado lightning storm and phantasm....so according to the posts if they tick it off it wont effect my global recharge?

i was wantin to know if the chance for +recharge would go off only when i call the pets or if it would tick while they were summoned not talkin bout a dmg proc

My question was...If i slot my pets with a chance to hit proc will that keep ticking off as the pet is alive or will it only tic once when i summon the pet..a speedy response would be greatly appreciated.
