Got a scrapp spine/regen for pvp in SC. This toon have 140% recharge time bonus in and out side of SC. My reconstruction recharge (with that bouns) is about 25sec in SC and about 20sec out side of SC. Anyone any idea, why there is a 5sec difference (if the bonus is same). Same problem with dull pain out of SC premadull, in SC NOT. There is a PvP recharge cap now? Or what?
