Hey there - thought I'd throw my 2 cents in. This is my main's build since ED, and it's great. I play strictly as a ranged fighter, so as a result have only 2 secondary powers. I have had, and extensively tested/used, every ice secondary power at one time or another, and found their mostly situational uses and/or minions-only effects to be inadeqaute to warrant my keeping them. I also have 3 travel powers as you can see, basically maximizing my movement in any terrain, from caves to outerspace.
This is, however, a respec build that I did long after I'd hit level 50 to optimize my slotting, so I wouldn't recommend following its progression on a leveling-up basis, but instead perhaps as more of a guide to the powers you should take, and how to slot them, if you are looking to be a highly effective ranged-only ice blaster.
