It's not so much a matter of "can or can't" as "willing or unwilling". I work full-time, and what you proposed sounds like something that would take more work than I would be willing to undertake.
That's not to say that no one would be interested, but you asked for opinions and I gave you mine. -

Just because people aren't peeing themselves with excitement over an idea doesn't mean they hate it either. You asked our opinions, and several people stated it didn't sound like it was something they would be interested in. Disagreement does not automatically equal antagonism.
The City Scoop has a wider reader base than the fan art forums, so you would probably be more likely to get a larger positive response from posting it in the journal itself.
Personally, as an "artist" I prefer to be given a theme and then adapt it to my own style. As a reader, I like looking at different peoples' styles and interpretations on a theme.
I saw someone on deviantArt do a contest that is similar to what you had in mind, only instead of assigning a style, they gave a theme and specified that entries should be in the style of a famous artist or painting. That turned out some interesting entries, since the theme was creepy black-eyed children. -

I can't really tell from the screenie, but if you didn't use the chaos leather, and you were trying to mock those costumes, you really need to. Oh, and use red instead of white. And skulls are like cowbells. You can always use more.
