If you want all three Port Oakes mission badges, I would recomend skipping Mongooses missions entirely and moving to Port Oakes at about level 5-6. Get broker missions and just run past all you can to complete the missions. Get a contact, and repeat until you have both Vendetti and Boccor. Do their missions skipping as much as you can and you will get both of their badge missions around the time you turn 10. One of them will then give you the Radio. The Radio gives missions til 15 so plenty of time to get it's missions done.
