I'm not sure it matters whether or not the devs put Contaminated in another mission...Yes, Isolator is only available during Outbreak, because despite it being a kill # badge, its also a story badge, since Outbreak itself is a miniature story arc.
So, what's that mean? Perhaps it shouldn't have been a badge to start with, perhaps a "contaminated eyeball" or something should have been a "souvineer" instead.
Does this solve you not getting it? Nope...but perhaps its part of the justification...I dunno, but it seems plausible.
