Arctic Fog gives :
+3.25% melee and ranged defense to you and all around you
+15% cold resistance to you and all around you
+15% fire resistance to you and all around you
+15% energy resistance to you and all around you
60% resistance to movement speed de-buffs to you and all around you
60% resistance to attack speed de-buffs to you and all around you
Most usefully, it also adds something extra to your build, concealment. The stealth to you (and those around you) means you can ghost newspaper missions to get to the end for swift mission successes, as well as sneaking through contacts' missions much more successfully most of the time.
For a power to afford solid +resistance, minor +defense and a hugely useful +stealth, for you and your friends, I'd seriously consider getting it much earlier. I picked it up at 24 and haven't looked back
You may well do without Hasten. Sure it's nice to have, especially since Heat Loss means you can recover endurance quickly enough to match the increased endurance use you'll have when using powers so quickly whilst Hastened. But since I've done without Hasten I really don't miss it. I went for 1 accuracy, 3 damage, 1 recharge and 1 end reduction in all my attacks (excluding de-buffs and hold attacks) and this really keeps me active with no need for Hasten.
The recharge reduction you've planned for Bitter Ice Blast is sound, I opted for it in all attacks to avoid the need for Hasten and more importantly to still manage a decent attack rate when Hasten was recharging.
