You obviously haven't played a fire tank in a while Katahn, or else you wouldn't be making such statements. Was burn overpowered "once upon a time"? Yes. Was it overpowered in I4? No. At the most it needed a slight trim, and it wasn't any more "overpowered" than a dozen of other powers for various powersets. In I5 burn is almost as useless as temperature protection - I don't want to burden any controllers by asking them to time their holds with my burn patches, and without holds only thing burn good for is making pretty fire.
The only thing that made fire tanks different, their offensive capabilities, have been taken away from us.

Burn was completely overpowered. It allowed a Burn tank to completely destroy a mob in seconds. It was ridiculous. When you could solo a 4 or 5 man mish set on Invincible, that's a sure sign that something is out of whack.
As for the "burden" put on Controllers, it's not a burden, it's called teamwork. You know, that stuff that's supposed to happen on a team instead of having the Burn tank herd the room and drop a couple Burn patches while the rest of the team sits there twiddling their thumbs because they really aren't actually needed other than for spawn sizes?
There's two types of people when talking about the impact of the changes to Burn:
Those who are realistic, know it was grossly overpowered, and while they may be disappointed with the change are still fine with it because it needed to happen. Then there are those that refuse to see the reality of it, want their tank to be an offensive powerhouse, and just simply don't realize what a Tank's job actually is. Here's a hint, it's not destroying mobs... -

And also remember that CE is only noticeably effective to lower level mobs and minions to around +3. If I've got RA (or some other +end regen) on me, I'll put up CE for kicks and giggles. Sure, they move a lot slower, but the rate at which they attack seems pretty miniscule. In the high end of the game (40+) I tried using CE on mobs in Invincible missions....it was a waste of endurance.

Exactly. The only reason I have ever used CE is for the Taunt effect. I use it to herd and that's about it. I've never noticed any kind of appreciable difference in the attack speed of enemies hit by CE. Sure, it may have a difference in the very long run, but by the time it would make a difference, shouldn't the enemies already be taken care of? -

Well with my Ice Tank I got hit by Shadowhunter for 3600 points. Twice in the span of about a minute. I was happily hacking him down one second, the next, tasting the grass at his feet. Got rez'd, starting chopping again and suddenly there's that familiar taste of turf again..He did not get me a third time though.. Muahaha.

No kidding. Over the course of her time, Runhilde has definitely felt "tanky," "powerful," and even "pretty powerful." Has she ever felt "too powerful?" NO. Never. Ok, there was the one time when she went over to Atlas to give an SG-mate's level 2 alt some Inf and decided to see what a buildup and pendulum combo would do to a mob of level 2 Hellions, but that was about the only time she ever felt "too powerful."
The terms "too powerful" and "Ice tank" fit together about as well as "military" and "intelligence." -

Either that, or the devs are clueless about how bad ice armor is compared to the other tanker sets. And we all know that can't be true, can it?

I think that we all know just how rare Ice Tanks are. It's more than likely that none of the devs have actually played one so it stands to reason that they know nothing about how they actually stand up beside other tanks.
