This tells me I need to go to Croatoa... For Valentine's Day and Christmas, there were also contacts, but in AP and Mercy.

I didn't see this mentioned by any of the previous posters, but is Halloween only for higher-level characters? Isn't Croatoa a lvl 20+ zone? Are all of the missions going to be in Croatoa?
