I am happy that the European friend who introduced me to City of Heroes had a NA account and that I never had the misfortune to experience the EU servers... and I recommend all europeans to have american accounts, its much more fun to play on 11 servers with players than on 2 empty ones (and 2 you can't understand) :-)

Pre-order either version, get the early access to the GR powersets.
Get the CE version ($40 version) and get the goodies listed (Alpha/Omega stuff, etc) when GR goes LIVE in July. -

32 is not softcapped. Softcap refers to where a stat, in most/all situations, stops giving a benefit if increased yet is not hard capped there so it can't increase.
For defense, the hard cap is 225% for a brute (over level 21...). You cannot get the number to increase beyond this. It's a crazy high number. And kinda useless that high (for the most part) due to the minimum chance to hit (5%).
The soft cap, however, is 45% - base critter to hit is 50%, and there is always a minimum 5% to hit, so 50-45=5%, so in most situations 45 is the max you benefit from. -

Cancelling just stops the reoccuring charge. If is on one of the multi-month plans, he would still have access until his next billing date. Though why he feels it is important to continue to post in a game he has quit and obviously no longer likes is another matter.

IIRC, once you've applied a "premier" version code for either game (and I think GvE counts as one) you can't use the standard/original codes anymore. I know this has been an issue for people trying to use the CoV standard box code, at least.
