Yeah, the only "weapon" sets that you can customize is traps, really. But then again, Traps won't let you customize the devices.

My Psi/Mental blaster runs two full sets of those. 6pts KB protection AND 15% recharge bonus. Yum.

I remember in Beta one of the more popular theories is it was chosen by a hash of your character name.

Biggest reason for that, IIRC, is defense powers are easier for everyone to pick up, so Karmas are in more demand than Steadfasts.
And Zephyrs are not just universal travel, but have nice set bonuses as well. I don't think any other sets give such nice positional bonuses as it does within the 2/3 slotting bonuses.
Biggest thing to know is that the KB protection IOs are globals (and thus a set bonus), not procs or 120s. So you don't have to have them in an active power, but if you exemplar 4 or more levels below the enhancement's level you lose the bonus. -

Because it was in Development, people thought that just suggesting something was going to make it happen, and other people thought that suggestions they didn't like were definitely going to happen. I'm sure you can see how that would cause flamewars.
The theory behind moving it to For Fun! seems to be the devs' way of saying "It's only a suggestion, don't take it so seriously"
To be fair, this one isn't that bad. Fly has issues - while I agree with the lower speed cap, it's still the only travel power that can't be capped without other powers/set bonuses from IOs. -

To paraphrase the linked Wiki article :
To-Hit is a player value. This value is directly opposed by your targets defense. So if your +0 target had 10% defense, your to-hit against him is 65%. After taking into consideration your opponents defense, your to-hit, if below 5% or over 95%, is set to 5/95 respectively.
Then that is multiplied by Accuracy. In PvP, there is "elusivity" to counteract this, but it isn't in PvE. Again, the final result is adjusted to a value of no lower than 5%/higher than 95% if need be. That's your final to-hit. -

While they might not go and say "... because people where exploiting this" they generally try to include all exploit-fixing notes (especially things like creatures that give too much xp under certain circumstances, etc).

I forgot to check on test, but they were fixing some animation issues with the Shield set (alternate animations for Martial Arts and Super Strength, possibly also the teleport-dance when you do things like the Pocket D or market ports.)

There aren't any notes for today so it was presumably it was either a minor patch to fix some back end stuff or a pre-patch for dual pistols in either case I wouldn't expect to see patch notes. -
