You never now when someone might find out you are leeching and swap it with something like THIS. That's what a friend of mine did to a guy leeching bandwidth off his website to compete at eBay sales with him. -
My guess would be "no" - as that would make it no longer "reflective" for those not using Ultra Mode.

Some notes :
Armor sets for Tanks, Scrappers, and Brutes USUALLY include some kind of agro aura. Either a DoT aura, or for willpower (as an example) there is Rise to the Challenge which debuffs and taunts nearby foes without doing actual damage (while boosting your regen).
Willpower isn't a bad starter set - this is probably the only armor without a heal (unless you go stalker) I would say that. The others without heals are a little more tricky to learn, usually.
Most sets follow some basic rules for their secondary effects. Fire is usually more damge, Ice, slows and control, dark -to hit and control, earth -defense, etc (as far as foes go).
One big things about this game.
Each archetype has it's own modifiers for buffs, controls, attacks, defense, etc. So the same power set will play somewhat different between different archetypes.
Defenders and controllers, for example, both have the forcefield power set.
Defenders Deflection Shield gives a 15% bonus to the defenses it buffs, vs. controllers only giving a 11.25% bonus. But Detention field - a control power - is half again as strong for a controller vs. a defender (as far as what foes it can affect). -

Yeah - while there is now that five level window for exemplared power availibilty, that has not changed IO set bonus rules at all.

To check:
Look at your game files. If it is called CohUpdater.exe, then I think you have the US version. You'll need to go back and download the EU version (which I believe is called CohUpdater.EU.exe), which you can find HERE.
Both versions use mostly the same game files, so you shouldn't have to redownload much, if anything at all. Simply replace that file and run it again from the same directory. -

They don't care about each other, so they can also go off at the same time. I'd call it roughly a 40-45% chance one or the other would go off. -

Oh, I read the OP. Your objection just doesn't make any sense at all.
Lately I've been VERY good at getting my bills out of the way. I recently changed my direct deposit to split my main paycheck (second job is irregular/bonus money as far as planning goes) between my regular bank and the bank with my (new) car loan but in such a manner as to build up a small reserve over time.
The rest of my money does tend to fly out of my wallet, though. On things like fast food, money, and just stuff that is a want and not a need. It can be easy to erode away a large sum with a buck here and a buck there if it's money you know you don't need for a need. -
Paypal.
Usage of paypal for the payment method will charge you right away, IIRC. The only possible delay would be the charge from paypal to your bank account - but that's just standard paypal and bank transfers.

You would want to make sure to choose 1-time billing, not recurring. That will cause an immediate charge. When I last used paypal for this, the recurring billing was not an option

I said "devs had to fix bug because they created a bug".
Any inferences you make beyond that are your own.
That it exists? That's not any customer's fault.
That it was brought to the developer's attention? Customer informing them.
The timing on the fix? Totally various customers' fault. -

It always seems to cause some sort of stability issue, and honestly in the end you end up with more players angry that you bugged their game than those angry that you nerfed their farm. Just some food for thought.
Ten years later, it MIGHT get fixed. By accident, when they introduced the bug where the clouds actually fall out of the sky and kill you. -

Mind you, it's not unresistable speed or anything so you still get hit by Granite's major speed/jump debuff.
