PC_Guy - you've been around long enough to understand how marketing is on letting the news out of the bag. And yeah, there were some of the already answered, but there was some good chunks that were new and/or more clearly stated. -
Talking about lore - duri g the rikti war, it so happened that the zones hardest hit were all serviced by he redline in Paragon City. The tracks themselves were even frequent targets after a while because the redline drivers/conductors/pilots kept the lines running to help enable the heroes.
This is why the train cars all say, as I recall, that they are red line and not green or yellow. -

Yes, they had to market-speak more than we (or they) would of liked. Yes, some of the questions were... questionable. But overall, we did get some nice new info.
So it wasn't worthless/useless. -

That vet reward was ALWAYS listed as a preview of wings. And those two specific wing types (Angel and Demon) cannot be obtained otherwise. Yes, demon has some close call with the burning and dragon wings, but those are also substantially different. And we also have the cherubic and bat wings, but those are chibi, not full size, "Angel" and "Demonic" wings. -

To be fair, since merits were a solution to the fact that a) some TFs were to quickly finished for the random recipe reward, and b) some TFs were too long for a single random recipe reward, when merits were put into place they already had a good idea/ream of data to set the merit rewards by. I don't think Kaite ever had a reward over 9 merits, in fact think it started sub-5, didn't it?

Though, I am still a bit confused because as the original poster of this thread stated, there are different answers to this question and having something that is more concrete would be wonderful in knowing the best possible odds at getting more purples.
If an NPC can drop a level 50 common/non-set IO upon defeat, it can drop a Purple. So, mobs 47+ can drop Purples.
Pool A are dropped from NPC defeats, on a chance. Thus, the more mobs you defeat, the more chances at a Pool A, which in turn mean more chances at a Purple.
Actual level does not change any drop chances. So the decision to play at -1 (and mow down mobs a bit faster) and +0 is based on, usually, the fact that most people would rather get that extra .1% on their enhancement values, and pay way more for level 50 recipes in a set than 49s.
So if going for purples only, I'd say -1. Money, +0.
As to bosses - as posted above, bosses have a nearly 8% chance to drop a Pool A of any kind, while Lts are about 5%, and minions lower. But bosses have more HP, thus if you take twice as long defeating a boss compared to a LT, most would recommend you go "No bosses". -

Anything pre Issue 6 is probably totally junk (for any guide that deals with build advice) due to a change in how enhancement bonuses were calculated around that time. -
Either you let the 60 month keep this ability, AND add to it, or you remove it (but grandfather the existing 60 month vets in). So either you kinda overpower a vet reward as well as have people complain that 60+month are getting something for free that they are being "forced" to pay for, or people complain about how the "original" 60+ month vets get a $10 pack for free, while even the vets after them get to keep it.

Edit: Now if you want to suggest a "super in shape" paid for pack that lets us skip boxing/kick and still get tough/weave, I'm all for that.

Is that to refute my point that the second selection denies the bonus damage if you choose either staff? Notice that page also doesn't mention being able to choose again. I have all but the last vet reward, and mine says no bonus damage at the54 month selection.

One - make sure you "Upgrade" with the code (you are upgrading your trial account). Also, with the NCSoft Online store, they won't send you the serial code until after you use it.
Two make sure you save the email with the serial code, and the last four digits of the card used for buy it and (when the free month is over) paying for that first months subscription. If something happens and your account is compromised, those are the bits of info used to verify your ownership. Note, compromised includes things like forgetting all the passcodes for your master account. -

I use this frequently to let me see around corners, or to survey large battles on melee characters without having the system keep snapping my view back on every attack.

When you upgrade to the full game, two things to save (somewhere) -
The serial code used to create the account. If you buy it online through NCSoft's store, it will be emailed to you. Keep track of it.
First subscription payment type and number. Credit Card? Keep the last four digits and the card type. Time card? Keep the card (well, you just need the number, but you need the WHOLE number). Paypal? Not sure what you need, but I'm guessing there is a transaction number to keep track of.
If ANYTHING blocks access to your account (hack, you forget the password, etc) CustServ will want those two things to verify ownership.

NCSoft does both "Game Cards" and "Time Cards"
For City of Heroes, they are $20 and some value of $15 or $30 (15x # of months) respectivly.
A game card can be used as a time card, OR to create a new account. Between that fact and the bonus 30-day jetpack they bestow is why they cost $20. They tend to be simple plastic cards hanging on hooks.
Time cards can only add subscription time, and cannot be used to make any accounts. Usually in a slim DVD case.
