Basically - once the bar on the loading screen starts to move - even if it's just a hair and then stops - it is all your machine.

By the way, I recommend using powexec_toggleon vs. powexec_name for turning on your shield - on any of the form binds, really - to help prevent issues with double-taps, etc.

All have said it's not a valid file.
Also you can go to www.plaync.com and try downloading a fresh copy of the updater there.

EDIT: so instead of a shortcut reading this in the target line :
"E:\Program Files\City of Heroes\CohUpdater.exe"
You would want this :
"E:\Program Files\City of Heroes\cityofheroes.exe" -project coh -

However, shouldn't common sense have told you that something was amiss in your calculations? 100% reduction would = zero recharge time. What if you had Hasten for 160% reduction?
FYI, endurance reduction works the same way. 100% reduction means your endurance cost is reduced by HALF, not 100%.
For recharge, it's 400% cap, resulting in a minimum recharge time of 1/5 (1+4.00) the original value. -

If there is no action box under your billing summery, and it IS possible (which, unfortunately, I think it isn't) to pay for this via PayPal - cancel your re-occurring billing (if set up that way) then set up re-occurring billing again - I know for credit cards that forces it to show up.
If that doesn't work all I can suggest is credit-card style gift cards.
Edit : And if you want to use color to emphasize something, yellow does decently on both skins, especially bolded, IIRC. -

The first two listed are the same actual website. The 3rd is a often virus infested, ad infested, not kept up one. Don't use it. -
Just go to your game account, and in the actions box should be something along the lines of "Subscribe".

One thing to try is cancel the recurring billing, then restarting it.
Otherwise, I guess it's off to the support site for you. -
So after clicking on "Billing Summary" on the right (circled in Yellow) you don't have this box in the center of the screen?

Well, it said that he was wondering if the temporary shutdown of the market (indicating that he knew about what was going on) had caused everyone to lose their stored items.
As Fleeting Whiser said, anything on the market, even if it's just stored, is on the market server, not your character file, meaning that, yes, everyone did lose access to their stored items, but it'll come back when the market server is restored.

Also, in the development section of the forums (Dev Digest, the i17 beta forums, etc) is a "technical issues and bugs" forum - that's also a player-help-player forum for hardware/technical issues like this, and I recommend you (re) post this there.
Also, run this as well - give info about your system the tech-types can decipher. -
