With DN and tough/weave, you'll have a lot of mitigation.

The villains in CoH/CoV are awesome because they have maneuvers inside tactics inside assaults (leadership! XD) inside plans. Especially Nemesis.

Having a Nazi government ruled by A VERSION OF STATESMAN would NEVER play well with the likes of those megalomaniacs. If they really wanted to do it, they need to make that a cutscene where Reichsman takes on all 4 of them and small squads of men and utterly destroys them.

And Nemesis will be like "You'll never succeed, sir. My minions will see to that."

EVEN more, this could be a trigger point for an epic alliance of villainy: Rikti, Praetorians, 5th Column... all invading Primal Earth. Who better to push them back then those without scruples?

Yeah, so... yeah. I was pretty underwhelmed. There are several arguable canon violations and plot holes. Really disappointed in just about everything but the Reichsman himself.

Another note: I don't think the Carnival and Countess Crey would be down with a Nazi-installed government. Nemesis wouldn't care, he'd just destroy it from the ground up like he always does.
