I have a Fire/Fire/Soul Dom and in my quest for permadom I have encountered something strange. I have slotted seven unique sets which should yield a 70% Ultimate Recharge Time Bonus. I am only seeing a 50% Ultimate Recharge Time Bonus. So my overall recharge bonus is 103.75% instead of 123.75% which would be the magic number. Does anyone know if a cap has been instituted since the new issue?
