Perhaps, and this is just my opinion, do away with any options that obscure the face. It's...kinda cliche LOL -
here goes:
Name/Alias: Azusa Andou/The Sacred East Wind (sometimes called "Sacred" or "Seamstress", the latter being a joke based on the acronym S.E.W.)
Age, weight, measurements, height: Refuses to reveal, though is obviously in her late teens or early twenties, rather short, and a lithe build.
Powers: Aside from ninjutsu training and a keen technological talent, no special powers.
Education: Middle School graduate (the bare minimum required in Japan) Tengu Clan Kunoichi Mastery (displayed by a tattoo of a raven on her left shoulder) Honest Achmed's School of Private Investigation Class of 2000 Valedictorian
Bio: The only things that really make Azusa considered a villain is her methods: She takes mercenary assassination jobs to pay for her rampant addiction to shiny metal devices (a trait shared by her estranged elder sister Setsuna, although with a slightly different focus)
Born to a family of successful inventors, Azusa and Setsuna grew up amongst technology. When she was twelve and Setsuna was 14, their parents were assassinated by a local Family branch for selling their technological inventions to Arachnos and the Tsoo.
The sisters dealt with the loss of their parents differently. Setsuna became a straight up psychotic murderer who killed just for fun and money she used to augment her body with metal. Azusa was also affected psychologically, though not to a murderous intent: She always wears long gloves on her hands, so she can't see the (imagined) blood on them from when she held her dying parents in her arms. Azusa became somewhat tripolar, sometimes emulating her sister's psychotic madness, sometimes acting like a normal teenager, and other times becoming maniacally depressed after realizing actions she commited while under the first emotion's control.
As a solution, she sought out martial arts trainers, and found the Tengu Shinobi to be the most appropriate, since them condoned honorable murder under certain conditions, but also had a strict moral code. Her training concluded four years later and she was awarded the raven tattoo and her sword, Ryuu no Tetsu (dragon of metal). Moving to Paragon City, she looked up one of the local P.I. training courses, took it, and passed with the highest grades in the history of the course.
From there she opened a Private Investigation firm, with a shadow business of mercenary work. One day she was caught by the local authorities when a client ratted her out, and she was sent to the Zig, until the prison break.
(yeah i know that was kinda lengthy LOL)
Personality: After learning to control herself, Azusa began to emulate the Bruce Wayne/Batman ideology (though not intentionally) When she was Sacred, she was cold and calculating. When she was Azusa, she was seen as just an outgoing young Japanese girl. She speaks in a Kansai dialect when she speaks in Japanese, and a California-ish accent in english.
How would she tie into this story? First off, she's a mercenary who's into technology, and The Engineer is a mastermind with a focus on machinery. The "hired gun" aspect takes hold. -
Would there be room in this story for more than one villain? (I.E., using FF as a basis, Seifer, Edea, Rufus, Seymour, etc. or in the case of CoV, Arachnos' Lieutenants and their buddies like Ghost widow-Wretch, Captain Mako-Barracuda, Black Scorpion-Silver Mantis)

Greetings people from another world. The Xexian formal introduction normally takes up three hundred of your pages, but time is short and thus we will skip all of that. Please excuse the informality of this message.
Your planet is in peril. Our people, the Xexians, will be arriving soon. You may ask yourselves why an invader is warning you of its impending arrival in such a way. For that explanation, we will need to go back to the very beginning.
Xexians pre-date many races in the galaxy. We are well known as being humanoid, with purple skin and blonde hair. We had eyes, once, but that is now irrelevant, and the explanation is to come. Our advancements in science and technology progressed at a rapid rate, reaching space while many other planets were still in their infancy. As a people, we came to depend so much on technology that we literally could not live without it. The food supply was extinguished long ago from our planet, we have lived off of nutrient recycling implants for millions of years, to the point that we actually cannot physically eat or create waste matter. Our children, while still born via conception and gestation, are raised throughout their childhood in accelerated tubes. It is considered morally abhorrent to completely do away or tamper with natural biological stucture, as such androids and cloning were strictly outlawed. We are aware the hypocrisy involved in our implants, but that was necessary for survival.
There came a time when our mere mortal bodies could not manage the many complex mainframes and A.I.s, so we elected to create one A.I. to run everything. Something went wrong, however, and the A.I., H.A.C.K., began to patiently carry out a deeprooted program created by one of the most genius, yet horridly misguided, programmers.
It started with the creation of an synthetic plague that decayed our bodies, forcing us to implant synthetic organs and to delay the release of that year's newborns. H.A.C.K. took advantage of the single minded focus on eliminating the "mysterious" plague to subtley alter the children's minds and bodies, implanting each with Energy Transfer Units, which basically turned them into batteries for the core system. To prevent rebellion, he out and out destroyed all semblance of personality within each child.
When the plague had been dealt with and we released the children finally with hopes of giving them a better place to live, we were horrified to see they had become walking batteries and containers for parts of H.A.C.K.'s program core.
Thus began the New Generation War, which ended with the "Outsiders" as we were called being enslaved by the "Augments" and "Generators" under H.A.C.K.. Since Xexians can only give birth twice in their entire life and this new breed is naturally incapable of feeling pleasure, each couple is forced to give up their first child to H.A.C.K.
Sometimes, the first will die for a number of reasons, and H.A.C.K. will seek out the second child and make it an Augment (Generators need to be programmed from birth).
Not content with just the knowledge from our world, H.A.C.K. has been sending his Generators and Augments to different worlds to capture new subjects for "Study". Once he feels he has gained sufficient knowledge, he will do one of two things:
1) Enslave the entire planet like he did us.
2) If the planet is a threat, he will eradicate it.
Augments and Generators are machines, they hunt down any living being and scan it, before either destroying it or sending it back to Xexia for further study. Beware, Generators are always guarded by a legion of robots, equally as soulless and cold as they are. Augments are physically stronger than their Generator counterparts, and are known emit high levels of energy. All Xexians have an innate bond with the cosmos, and thus the power of darkness is latently at our command. H.A.C.K. used mystics from a certain world to bring out this power in his augments and generators, thus making them even stronger.
Beware, do not show them mercy, for they will show you none. -

Setsuna, also known as The Cobalt Claw, stepped into a non-descript bar in a non-descript neighborhood full of non-descript, average Joe Sixpacks...except for one group in the back. They were dressed like circus folk: a clown, a pair of acrobat twins, and a strongman.
Clad in a large trench coat, Setsuna approached the table.
"Ah, how tragic. Your boss isn't here," she cooed.
"Eh? Who're you!?" the strongman, apparently very enebreated, stammered.
"Why, my dear boy," she took off her coat, revealing smooth, grafted metal plates in various designs all over her body (conveniently protecting vulnerable spots while still looking physically appealing) as well as gloves and boots covered in menacing spikes. She drew her hands into fists, and a series of three large metal spikes and several smaller ones burst from her hands. She licked them tenderly, "I'm the one who killed you."
"HEH! Ye can't kill me!" the strongman said. He swung his heavy fist towards her, but connected with air. She appeared behind him, her left hand's claws buried in his neck.
After she felt the life leave him, she turned to face the others. Slowly she stepped over the dead giant and, licking the blood from her blades, took in the screams and horrified stares of everyone in the bar.
"Now I wonder," she half-said to herself, "how many people does it take to deliver a message?"
Instinctively, the clown picked up his large spiked hammer, and the twins pulled out a series of sharp throwing knives.
"Ah, that's right...ONE!" she charged the three remaining gang members, and shortly dispatched them by slicing their necks.
"H-hey! I-I thought you said it only takes one to deliver a message! You killed them all!" a man who had gathered his courage said to her.
"You say that assuming I meant only them. Congratulations, you're the new messenger."
The massacre began. In five short minutes every single person in the bar except that man was dead by her hand. Drenched in blood, she turned to the man.
"Go tell the Impresario...a pawn has been Knighted," she said cryptically before she turned and left through the front door, removing her locking mechanism as she went.
