My toon started this TF at lvl 11, during the off time I PLed him to 16 by playing toon that was level pact'd with him on my other account. So he was exemp'd when we finished.
And I didn't have any enhancements during the 1st part either. -

This weekend I managed to get a couple of toons to 50. Amazingly neither dinged during an ITF...
Pepsi Gal (ice/storm troller) and Operative Pepsi (Arachnos Crab)
I didn't get a screenie of Pepsi Gal hitting 50 as she was exempted down at the time. Instead, I have shots of her on the 3rd ever Lady Grey TF I did:

Thanks to the usual suspects (Mr. Ultimate, Toonies, Mental Maden, Arbiter Morrison, Starrphyre, among many others) and everyone else who played wif meh this weekend, and over the past few years. It is really you folks who keep me in this game, instead of any of the other MMOs out there. -
