ohhh, so how do people get the like 100+% recharge bonueses to get perma hasten then if you can only get 5 of the same thing. for me that stops at 25% :/

So i recently bought the Crushing Impact IO set for melee damage, and the (5)th IO gives a +5 recharge bonus to all power. after slotting it i was excited to see it work. however, after i slotted two more of these sets *at once* i noticed the set bonus for (2)-(4) worked properly and the (5)th did not. i received no +5 recharge bonus to my moves and am quite angry. can anyone help me on this topic, i don't understand why it didn't give me the bonus..
