Sure, not an entire set, but many an upset hero that couldn't feel "heroic" without his/ her cape until lvl 20.
Wings? Have to pick those up (and invent them), or be a Vet.
(Aside: don't get upset of having to play 35 levels to get a costume piece - I had to play a wingless gargoyle for 2+ years).
Sinister & Justice sets? Buy GvE.
Not the first time content has to be unlocked, won't be the last.

I agree with the reasoning behind the initial change, but this version is much better than the previous method, as it does not punish the TF soloists and still cuts down on the softloading problem. Thanks for listening to player feedback, and GL to Catwhoorg on his next challenge

Alright, but remember, you asked for it....
Issue-9 ....had very limited actual Beta Involvement across the player base and even less actual testing on drop rates or any way to verify them(Pool-C's being the hardest to verify). Issue-11 was a cluster-bomb of channel-drama that saw the release of several bugged and untested IO sets since there was no direct market access to them--especially Pool-C's ...these 2 issues of oversight conspired together to make TFs/SF's the targets of "pool-C farmers" which just saw a huge stealth Nerf [u]despite the Devs' own promises that none of the existing content would be made more difficult to compensate for the implementation of I.O's.[u]
The entire issue could have been fixed issues ago by focusing feedback and testing on TF rewards for casual players so that everyone was getting rewards at a rate that satisfied demand and discouraged farming. ...when that failed to happen, Farming took over and solved the problem it's own way. Meanwhile the devs HAD the resources(All of Us!) to fix the CAUSE of the problem instead of just treating an ugly symptom of it. Instead what we got now is some very un-informed corporate doublespeak labeling RMT'ers as the scapegoats and a solution that will only further reward the farmers they claim they're trying to stifle.
When I say 4 years of failure, this is exactly what I mean... Simple feedback and pro-active effort on the part of the Guys at the top of the design decisions easily fixing the problems early on, but instead what we get are Half-Truths and stealth-nerfs designed to bypass the players entirely. ...followed by bad explanations and excuses later on. It's tiring. I understand it's how American business sometimes works, but I don't want to feel like the mid-level Devs I WANT to support so much, have to work in Dilbert's Office for a buncha "pointy-haired Bosses".

What's more, could it be set up such that somebody on a live server could also view the event (that is, somehow run a connection from the Training room to all the Live servers)? What would the logistics be like to do this? If server strain were a concern (due to all the invisible camera points), perhaps have a dedicated "camera man" server-side?

This change is really obnoxious. The villain market is already crap and now that it will be more difficult to run Cap SFs, its only going to get worse. also, this REALLY sucks for Posi Task force. I really hope you guys reconsider this change. Softloading didn't prevent teams from running TFs it just allowed Soloers to do it.

This part I am not buying even for a second. It has happened way too much since the begining of the game, it even happens after Jack left the game. Lighthouse this is a pretty huge change that we should have known about in the patch notes, there is absolutely no excuse that something this big gets missed in the patch notes. I can understand not posting a patch note due to the exploits like the Ouroboros powerlevel exploit but this isnt even on that level and should not have been missed period. This has been a constant thing with us the players having to figure it out whether it was a bug or "Working As Intended". You guys need to do better because this is inexcuseable due to the size of the change.

I think they thought it might be redundant. Using the Slacks with the Tin Stripe 2 option is basically tuxedo pants. Don't get me wrong, something with some fine texturing to match the jacket better would have been nice
