Hello everyone in scrapperland. I am returning to CoH after about 4 years away and have found there to be lots of changes. My ultimate goal is to have my (lvl 39) DB/WP scrapper become a total beast. I'm talking solo AV's and team usefulness. If I had to sacrifice one for the other I'd much rather be useful in a team. What I cant seem to find is a guide that breaks down what enhancements to use to hit the soft cap? I have found many useful guides about what powers to select and how to slot them but once it gets to talkin bout IO's and soft caps it seems a bit vague. In have no preference on whether the build is positional Defense of not. Any help in this would be greatly appreciated.
BTW my funds are a bit on the low side so please keep that in mind.
