I am literally so frustrated now I could just cry!
I have:
[B]Reset the drivers for my GTX 260 video card back to 258.96.
After a bunch of fiddling I managed to be able to get into the game in Safe Mode but the instant I talked to a contact or tried to change my graphic options the game froze. With these setting I still can't login to the game if not in Safe Mode. The game gets to the stage right before you can login and hangs (becomes non-responsive).
Reset the drivers for my GTX 260 video card back to 258.96 and then upgraded to the latest drivers 260.99
At first this didn't work at all, I couldn't log into the game in either safe mode or non-safe mode (okay, the phrase "non-safe mode" actually made me smile...). In safe mode I would be able to log in a character but it would stop halfway through zoning that character and the game would become non-responsive. Then I just brute forced it and uninstalled, Drive Cleaner Pro'd, re-installed until eventually I could log in in safe mode, but again, the instant I tried to talk to a contact or change a graphical setting the game would become non-responsive again. If I try to login when I am not in safe mode the game does the same thing as above.
Defragmented my hard drive, Updated my sound card Drivers, Checked for disk errors, Ran numerous virus scans
Did all of these things but they didn't seem to have any effect whatsoever. Windows didn't even recommend that I do the defragmentation (I think it was something like 4% fragmented) but I did it anyway. I updated my drivers for my sound card but they still seem pretty old. I checked my hard disk for errors and none were found. And I ran numerous virus scans but found no viruses.
Uninstalled and re-installed City of Heroes and my video card
Other than wasting a bunch of my time neither of these two actions really did anything at all.
As you can see by the CoH Helper log all of my settings for the game are turned WAY down except for reflections (not sure how that happened), but I still can't play. Like I said at the beginning of this post I just want to cry! I haven't played the game for more than 5 minutes in over 4 days and I think I'm going into withdrawal!

this may sound wierd, but try updating your sound drivers. and if you haven't yet, do a disc clean up and defrag. if it doesn't work there is a program that will let you change your games settings without being in the game. i think it is called tweak CoH. someone will be around to confirm it shortly i'm sure.
