I still like the idea of him sneaking up to Anti-Matter's space station now that Keyes himself is down, and deciding "**** it, I'll nuke 'em all from orbit", and getting his own raid in response though, personally. It's (a)very Calvin Scott-ish, and (b)an excuse to have an epic battle in front of a space window overlooking the Earth. -
"Resurgence" implies it ever went away. It hasn't seemed any more common than usual to me, but it's never been any more rare than "extremely frequent" for me anyway.

On the other hand, Umbral Torrent is given to Blasters, who are focused on doing damage regardless of the enemy's range, and rely in major part on what control effects they can find in order to stay alive. Yes, that means you're going to have to be careful when you use it. However, that's still doing better than Shockwave.
For what it's worth, I agree it's not the best setup. But presumably the devs didn't want to duplicate Nightfall from the epic pools, so it's what we get. And I stand firm by the idea that it does better overall than plain ol'Torrent from the other sets, at least. -

Anyway, if it were just a chance for the effect, I might see making it into knockdown, but the fact that it does Knockback 100% means it's clearly meant as a good control that also happens to do good AoE damage. In that regard, making it knockdown would make it less useful as a control/survival tool. Similarly, if it was the only AoE, that might be one thing, but Tentacles still plugs along nicely.

Oh and the "decrees" to the heal? It actually heals more on a Blaster than a Defender or Corruptor, and deals a greater proportion of damage, to boot.
If you want AoE/damage king, there are plenty of sets that can pull that off. Dark is about control and survivability, and it's looking great to me from that approach. Most of your beef seems to be that the set doesn't meet your expectations, but honestly, those expectations don't sound like anything remotely close to what Dark Blast was in the first place.
Also, side note. Y'know what sucks? Having to retype a post three times because of that durn logout bug. -
Backpack's kinda neat, here's hoping they don't charge an arm and a leg for it. I need both my arms, at least, to wear the backpack.

The Bebop movie doesn't officially take place until late in the series (the trivia-master mind can accurately place it between episodes 22 and 23), however, as mentioned, it's a pretty episodic series, and the movie stands alone well, so you can check it out first, really, if it calls to you. I have several friends who approached the series that way.
Either way, though, I'd definitely check out the series as well. It's just...a whole lot of fun. As others have described, there's not much in the way of overarching plot, though there is distinct character development that marches through the series; enough that there are actually very few episodes that don't have anywhere they "need" to fit, chronologically speaking, and the characters are part of the big draw, as is the style. It does a little bit of everything: drama, comedy, kung-fu, horror, and it does most of them quite well.
It's not on Youtube, that I can find, but there's "The Worst AMV Ever", which also combines Johnny Cash and the Bebop movie (and in fact what I was expecting this to be a link to, originally). It's a short little 15 second joke video, but it's pretty dang funny, if you can find it. -
I've been playing around with it a Dark/Mental on test, and it's actually worked pretty well, though given the secondary, I've more or less been able to replace Night Fall with Psychic Scream (skipping Umbral Torrent completely). The Life Drain buff is pretty freakin' nice, even with just SOs. Abyssal Gaze'll need some Frankenslotting, but will be extremely potent when slotted properly (I'm so far just using SOs).
I can't see it doing too well as a Blapper set, and as has been mentioned, that means no real synergy with Darkness Manipulation, but it seems like a solid set on its own.
I'll also say that while I skipped Umbral Torrent given my secondary, it looks like it'll be a nice tool; since the damage is good and the knockback is guaranteed, it's pretty handy as a control tool, but on large teams, you might want something else as a backup. -
I love Johnny Cash and I love Cowboy Bebop, but while the video's pretty impressive in a technical sense, it just didn't...do it for me.

As has been mentioned, coming in i21, we have a mechanical solution to this. And, in the case of Dark Astoria, it's a pretty awesome one. With combat phasing, it's Dark Astoria until you complete the arc, and then...

Well that pretty much killed my Lorna theory. Shame, I was rather fond of it. I should've seen the twist in the episode coming. I was like, "really, they're just going to toss in a new companion just like that? What?"

So Amy named her daughter Melody after her friend Melody who was also her daughter Melody, named after the friend who was her daughter, which is fine enough, I guess, but then they also had to go and give her that alias which they only knew because she introduced herself as it and oh look I've gone cross-eyed. -
I used it on my Fortunata for a while to give her a Night Widow backup build, though I've pretty much given up on the second build by now.
Second builds just don't tend to be worth the cost for me. -

I don't generally remember seeing any calls asking for a specific powerset. But generally, I tend to ignore and "need ______" requests that aren't for Lady Grey or Barracuda anyway.

My least favorite AT is probably Defenders. Occasionally, I'll find a combo I like, but they're definitely not set up like many of the others where I could just hypothetically combine any two sets and be ready to go to town. The increased buff power is nice, but the damage is too anemic when you don't go out of your way to join teams like me. For what it's worth, though, I still find Corruptors mighty fun.
Least favorite powerset? Yeah, Stone Armor's pretty high up there, I'd have to say. Before Granite, it's like a weaker Willpower at twice the endurance cost. After Granite, it's nice, sure, but it doesn't surpass any of the other sets to a degree that fits its penalties. Kind of neat in concept, lousy in execution. -

I love almost everybody. But my favorite AT, overall, is probably...
Brutes.
I love in-your-face melee fighting, and so Scrappers are a really close second, but Brutes win because I love their potential. I don't mind being a slow starter, when it means that I can work my way up to "unstoppable, earth-shaking, engine of destruction".
Narrowing it down to powersets becomes much harder. Just looking at what I've used, it seems like I really like Electric Melee, since I've used it in several places, will be building yet another character with it come i21, and it's the only single powerset that I have multiple characters using it at level 50. My feelings don't quite back that up, though. I love the set, don't get me wrong, and for whatever reason, it's easy to fit into a concept. But I think if I had to narrow it down to one, my all-around favorite single Powerset...it'd probably be Super Strength. It just looks, and feels powerful, as a perfect match to my own favored playstyle.
