That option is greyed out in my Arc builder screen, does it have to be purchased, or is it some other reward?

I have looked everywhere, and despite my best efforts and ticket accumulation, I still cannot find where to unlock the ability to use giant monsters in your arc.

Help?

So I've finally dinged fifty, but have a powers crunch situation. I want to work in Vengeance, but I cannot decide what to eliminate in its place, or if I should even add it at all. My current build is:
Necro: Zombies, Knights, Enchant, Lich, Extraction, Empower
Dark: T.Grasp, Darkest Night, Tar Patch, H.Twilight, Fearsome Stare, Pet. Gaze, Dark Servant, Shadow Fall
Lead: Assault, Tactics
Fit: Swift, Health, Endurance
Soul: Dark Embrace, Soul Tentacles, Soul Storm
