I did read through the whole thing, and I have a level 22 Sonic/Rad so i'll take some things into play.
I think choking cloud is a cool power, but you're right it never stopped a stalker from getting close enough to AS my Gravity/Rad troller, however it does have its cool spots and slotted with HOLDs and endurance I ended up running around with it on.
With Rad if I took the power and it could hold a debuff, i fully slotted it debuff (3) if it took an endurance was a toggle, I slotted it endurance (3)
