Once saw a blaster-fellow (I think) standing at Atlas, with his hands "glowing" electrically. Since I am new to the game and don't know half of the differens powers in the game, I was wondering what this "glow" on his hands is? It might be a silly question, but I found it to be so cool, and it inspired me to make an elec/elec blaster.
But what power is that? If I'm not high on something...coz such a power do excist right?
Edit: Not that I am sure that it was even an elec/elect blaster that I saw back then. But it kindda seemed most natural to me. Educate me
