While I am not an avid PvP player, I do enjoy PvP in other games, most notably Dark Age of Camelot.
This is because a skilled, wary player can *almost always* avoid PvE death (and XP/Con loss) in DAoC's PvP zones.
This is categorically untrue in CoX.
Unlike peanut butter and chocolate, CoX's PvE and PvP are *not* two great tastes that taste great together. They mix like Godzilla and Tokyo, which is great for everybody except Tokyo.
The griefing potential of the powersets and zone layouts is *extreme* in CoX. Until that griefing is tempered by mechanical limitations on the gain and loss in the zone, it will keep many players, myself among them, from enjoying what would otherwise be an exciting, tense, and challenging aspect of gameplay.

Removing the accuracy penalty for melee attacks only from flight is very difficult to do. Since it's either no accuracy penalty or every attack gets an accuracy penalty, flight will be retaining its penalty on all atacks.

Ahem.
Super Reflexes Scrappers have powers that only protect against melee attacks, and powers that only protect against ranged attacks. Clearly the engine distinguishes them at some level, why not on the player side?
