ok thanks for info . in a normal party would my friend (level 9) be faster leveling on his own or with me (21)

Hi there ive been playing 2 days and im level 21 and my friend is only level 9 but we want to do a leveling pact. now i heard that in a leveling pact you will always stay the same level but how will that work if im 21 and hes 9
