is there a max # of people you can have in a sg?

1) when someone in sg quits, who does their prestige go to?
2) about how much prestige should you have b4 starting to build a base?
3)where do you go to change inf to prestige?
4)where do you go to change enhancements into prestige?
5)is there, or is there not a way to bank salvage at THIS POInt?
