Its not server based, because like DarkEther, I am also on Pinnacle, and my map has never blacked out on me.

Also the past couple raids, I have recieved everything from SO's down to trainings to nothing from the Hami Buds. It just seems like luck of the draw. Oh and if anyone needs a 51 dam training, i will trade it for a golgi next raid.
