Ok, I was running a BS/Regen scrapper at the time, and my sets werent exactly bad, but this guy wouldnt go down, and If it werent for regen the fight would have ended way before it did. Any ideas on how to achieve this awesomeness?

I've seen some amazing stuff in my 2 years of playing CoH, and one of them was a human PB tank that I encountered in Warburg a while back. I've never had a tougher fight before except for some WP tanks, and now I want to roll one myself, anyone have any tips/build for one?
