  1. "Maybe so, but you may have noticed a lack of Traditionalists in the squads that have been attacking our homes. Peace may come, but not before we put their militant faction out of action."
  2. Doctor Helios cut in
    "Indeed. What me must not do now is let this tenuous alliance fall apart, just when we are poised to do the most good. The Rikti are not defeated. They have *succeeded* in whatever objective they were attempting, and have withdrawn their forces to prepare for whatever the next phase of the invasion may be. As Ben says, we must strike them now before they have a chance to launch another assault."
  3. Doctor Helios entered shortly after Lunk. Though still wearing his modified PACS, he was looking a lot less weary than in days past. He sat next to Lunk, and carefully placed a reinforced briefcase on the table.
  4. Doctor Helios glanced at Big Lunk, but the EVIL de facto spokesman was clearly out of it. He idly wondered how many doctors and nurses he's fought through to be here, it was clear the man should be confined to bed rest.
    He reluctantly stood to speak again. But someone had to try and hold their purpose together.

    "If I may. We have heard some unusual reports. The targeting of psychics, the political infighting, and now the Nemesis connection. While these all point to a larger picture, the key factor is we do not know enough. With greater knowledge, we could deal them a deadly blow."

    He paused a moment, mentally evaluating the Heroes and Villains before him.
    "EVIL has developed a weapon to use against the Rikti. We have also developed a related strategy for distracting them, mostly in case of a rapid evacuation. If we can discover a weak point, this distraction should prove enough to let a handful of our best slip past their defences unnoticed.

    The crucial factor is, I think, where to strike. Without a clear target, any talk of a counteroffensive is just talk.

    So I propose this: small squads doing regular recon. Teams to follow up the leads we have dug up. The, ah, better connected of us to seek aid from scientists and the military in finding a weakness in both the Rikti and their blasted portal technology.

    By the next time this council meets, we need to know where to strike. The Isles are being worn down, and I doubt Paragon can take much more either."

    He remained standing, ready to defend his plan of action
  5. "Nevertheless...I feel it prudent to only reveal this in closed session. If they were forewarned they would easily find a way to defend themselves against it. For now, Big Lunk will back me up on the weapons effectiveness...it was based on his idea, after all."
  6. The Doctor directed his reply to Britannic
    "The weapon in question functions as a bomb would, but without collateral damage. As of now, EVIL has only the one"

    His eyes narrowed for a moment
    "I won't go into details as to it's workings in open session. There are a number of rumours that someone has been selling this councils minutes to the Rikti, and I am unwilling to forewarn them of anything that may help secure our victory."
  7. "A small matter, but significant. We at EVIL have developed a weapon which I believe is capable of debilitating all Rikti in a local area. This weapon is likely to be counteracted quickly, so we will have one shot with it. Essentially...when we decide where and when to strike, we have something that may just raise the odds against us."

    Doctor Helios, working using known Rikti data, the Rikti Commander captured by Big Game, a hodgepodge of random technologies, and something known only as 'Icarus' has created a weapon he believes instrumental in defeating the Rikti. Known only as 'the MK VII', its true nature is a secret to all but a select few...
  9. Doctor Helios enters, this time entirely unarmoured, and looking fatigued. The lack of Big Lunk immediately obvious, he checks his watch and frowns. Taking a seat swiftly, he starts muttering into his comms, eyes on the entrance.
  10. "Nonetheless...since the beginning, I have believed that the first strike must be against their portals. From their beachhead, it seem certain they can only arrive from their world in that one area. Cutting them off from their people, commanders and reinforcements will severely weaken them, and make clearing up the remainder that much easier. We just need to know where to strike."
  11. "Five years is a long time in politics. If we can deal a heavy enough blow to the pro-invasion faction, the general populace may withdraw their support. And if not..well, it buys us time to come up with a more permanent solution."
  12. Catching Big Lunks eye briefly, the Doctor got to his feet
    "Ladies and Gentlemen, I believe we are losing sight of the issue. What has been formed so far is essentially a coalition that will stay in force until such point as Earth no longer needs defending from an external threat. Henceforth, all those willing to fight the Rikti are our *allies* in this coalition, and no support should be withheld.
    The steps taken to deal with the effects of the war are admirable, I applaud your efforts. However, though the Vanguard have kept the Rikti bottled up so far, it is only a matter of time before they break through, an invasion force many times the magnitude of what we fight in the streets. In this case, the best form of defense is attack. We must find a way to destabilise their operations before they grow strong enough to attempt such an assault...an assault that would cost us dearly in terms of materiel, lost ground and casualties."

    The Doctor looked around the assembled leaders
    "Now...what plans have been made to bring the fight to the Rikti?"
  13. A man clad almost entirely in armour moved to the back of the room and took a seat near Big Lunk. Catching his eye briefly, he nodded in agreement. He would let Lunk do the talking, unless his input was needed.

    He carefully unbuckled his helmet, loosened his armour straps, and produced a PDA from his person. Eyes passing over the gathering representatives for a moment, he quickly buried himself in the latest set of plans, as he waitied for the meeting to be called to order.
