hi,just wanna ask something,i see on city of villains ,the only 4 servers union,defiant and the other 2,but ive seen a round 10 servers by,other people and another why can i choose a title @ lvl 16 and not 15 ,the arbiter says 15 and i think ive lvlelt @ 16,weird??
