I'm level 47, and trying to do a specific Flashback mission in the 46-50 range, but that range isn't available on the crystals when I visit Ouroboros. Do I need to be level 50 to access that set of missions?

Don't bother with Roots. It's helpful for controllers to create containment, but on a dominator it's pretty useless. You definitely need Strangler, Seeds, Creepers, and Flytrap. Vines and Spore Burst are useful "oh crap" powers.
Plant/Thorn is a great combo. Mine is at lvl 45 now. The lethal resistance in the higher levels can be a pain, but the two sets complement each other well and with Seeds, Creepers, and Flytrap you can breeze through mishes at the highest difficulty setting. -
What I'm having a hard time understanding is why, when someone posts a thread in which they say, "I'm really liking Psi so far; any guides?", people take that as license to tell the OP that the set is mediocre at best and that he/she should reroll.
Is that really useful, or constructive? Is it what the OP seems to have come here to find?
Nope. So why bother? Do y'all think that rehashing these same tired "omg psi sux!!!!" arguments will force the devs to improve the powerset? Because, seriously, they're becoming interminable. Enough already. -

This is also one of the main reasons that there are no guides for it. Very few players play it and even less of them enjoy it.

Sigh. Even before I clicked on this thread, I knew someone would be here telling the OP that Psi sucks. I really AM psychic, clearly.
OP, there isn't a Psi guide available, which is unfortunate. And for what it's worth, ignore the haters. I have a Psi/MM at lvl 36 and I'm loving it. Feel free to PM me if you have questions about Psi. -
It's a little unreasonable to expect "positive input" when you post yet another "blasters are broken" thread on the Blaster forum.
Be that as it may, however, I'll cast my two cents with those who believe the AT is fine as it is. Comparing one AT with another is like comparing apples and oranges (a fact that many people never seem to grasp) -- your blaster isn't supposed to perform like a Tanker, Scrapper, whatever, so why insist it's broken when it has to be played differently?
I'll add that I have several blasters in the mid-to-upper-30s, and I've never thought of them as "broken". I don't see how using inspirations is "bad" or an indication of "brokenness". (How hard is it to stock a few break-frees for the inevitable mezzing? Suck it up and shell out the 50 inf. already.) And as I pointed out in another thread, I have a lvl 32 Psi/MM blaster who has faceplanted exactly 4 times, soloing on Rugged. I'm not boasting or anything, just making the point that it's all a question of perspective and experience.
Hope you work out your difficulties and get back to enjoying the AT. -
My Psi/MM has been great fun. I've soloed up to lvl 27, on Rugged, and have faceplanted about twice. No grueling uphill slog, no frustrations, just pink death and villains bleeding from their ears.
If you want an AoE monster, roll a different primary. But blasting ain't just about the AoE. -
I'm also looking for a good Psi/MM guide, but I'll make one quick suggestion: given the changes to Defiance, it's a good idea to take the first two attacks from your primary, since you can use them even while mezzed. If that matters to you, I'd work Psionic Dart in relatively early. If not, stick with what you have.
