The only time Phipps is unfriendly is in keeping up appearances and he is apologetic about it when no one is "looking". -

Still managed to face-plant maybe four times (the first was attacking a patrol of Clockwork - I wasn't even aware the Resistance was there).

I instead bought both recipes off of the Black Market for $40mil, total, and the salvage cost an additional $30mil.
So, $70mil vs $400mil (and not including the costs of salvage & creation).
So, the Villain/Hero merits aren't worth it, really. Not for $20mil to make. -

* I found the mission in the Resistance tunnels to be the hardest by *far*, of course I had it on +0/x2 at that point (ran the rest at +0/x1, which was probably too easy).
* Help from allies will be appreciated on certain AT. It wasn't needed on my Ill/TA, but I think this will be very handy for other toons (I can't even begin to imagine doing this arc on my Emp/Psi before...)
* I think I liked the old CoH Infernal map better, though the red fog is very, very cool.
* Black Swan's Shadow Shard is maybe a little too shadowy.
* The Praetorian labs fit, but man, to they tax my machine more than the old maps (ok, not really a critique of the arc but something I've been lamenting in general).
It's too bad Maria wasn't reset completely as a contact. I'd done all of her missions before, but wouldn't mind going through all of the one-offs with the new mobs. Also might have been nice to be able to do her new arc w/o Oroboros. -

Not only is SIEGE not in new maria, but the new version of Nightstar doesn't count, but the old one does.
The first time I played through, I did New Tina and new Maria and wound up with 12 of 14. When I got to Siege's mission, Nightstar counted, and Siege granted it.
In your case, you are missing probably Anti Matter at the end of new Tina (the one that doesn't teleport.) -

While I think it could be appropriate for some contacts. It's not appropriate for all of them. If you killed all of them just for the heck of it, that would make you a villain - a particularly sadistic one, not a vigilante.
A vigilante kills the contacts because the contacts are CRIMINALS. A villain would do it just for fun, or because attitudes like the one Darla Mavis gets away with "crosses the line" in your villains mind. (or not, depending on if you make the choice to do it?)
When I think of the word vigilante, I think of the Punisher or the Death Wish movies. What do you think of? I'm not trying to be antagonistic, just wondering what your other ideas are. Part of the reason for this idea is because the recent stories in this game seem to focus on death a LOT. I mean, your vigilante alignment mission starts off with you wanting to kill Ghost Widow! Even the mission to turn yourself into a hero (or reinforce your "heroism") is to stand by and watch as someone gets away with murder. (Why is everyone ok with this, exactly?) -

That's kinda beside the point. I'm not saying you MUST kill to be a vigilante, but most do, and it would be fun to have the option. And that still doesn't explain how taking the law into your own hands means working for a villain.

Ok, we have the technology. If you've seen the new praetorian content, they have utilized the ability to "phase" a contact in and out of a players own world view.
This thought occurred to me when I realized that Heroes that turn vigilante ostensibly want to bring their own thoughts on "Justice" (a word they never bothered to look up, but anyway) to the people of low moral fiber. ie, they want to kill criminals. But when you turn into a vigilante, you gain the reward to WORK FOR CRIMINALS. Now, all that said, I think it would be a great idea if you were basically doing all that to gain their trust, and have a mission at the end where you set them up to die at your hands.
If you have ever experienced villain side content, you know what I mean. The sheer condescending attitudes of the likes of Darla Mavis and Westin Phipps. If anyone deserves a lesson in humility, it is them. When I was doing the villain invention tutorial, I kept thinking why would these contacts be so rude to me, when they KNOW that I will kill them just for fun? lol

I figured out that I was missing at least Siege. I couldn't remember ever facing him in the new arc. I asked my friend, and he said he didn't remember him either, but he hadn't tried playing it on a character without the badge. So, I fired up old Maria. The interesting thing is that Shadowstar counted as number 13. I know I killed Shadowstar at least twice. So this means that somehow NEW Shadowstar doesn't count right now, but old shadowstar does. Killing old Siege got me the badge.
I can't imagine that leaving Siege out of the new arc was done on purpose to make people do extra work for the badge. And Shadowstar definitely looks like a bug. I sent a petition. -

You heard some other heroes asking around for people to help with a task Statesman assigned to them. You followed the heroes to Independence Port, only to find Statesman standing there, unharmed! Mystery solved! -

I either get them before running (Not really that hard to do, if you switch your target), wait for them to come back (As GG mentions) or just find them later on (In a mission).
Hehe, not saying you're wrong to hate it though. I could stand to see it a little less, sure. It still doesn't bother me though.

Also, as a complete aside, my partner is not enjoying Praetoria at all. He finds the "choose your own adventure" (his phrase) very intimidating, fearing he can make a wrong or bad choice that will cripple him down the road.
More choices are always a GOOD thing. Rest assured, it is impossible to make a choice in this game that ends on a page with a really short paragraph with a picture of a gun pointed at you with the words "THE END" in bold letters. (I also learned that you should never bet on black from CYOA.)You can't go back to "the page you were on", but none of the choices are really drastic or have any negative impact on you at all, it's just story. Going back to the choices are what alts are for.

These are folks that can't get anything done!(the patrons, I mean) It always seemed like Patronage was more of a hero thing (looking up to people) and did not fit a villain at all, in my opinion.
What I find interesting is that people want to add hero patrons, presumably to "be fair" or "balance" things, while admitting there are more potential hero patrons. Shouldn't we add more villain Patrons? Why ARE there fewer villain signature characters, anyway? Aren't heroes supposed to triumph over greater odds? -
Isn't a villain getting something from the market like someone stealing things from a store? (Infamy can be thought of as intimidation or something in this instance.)
You don't boycott the store because it was robbed.
It seems to me that you are going out of your way to invent a reason to not use a service instead of thinking of a reason everyone would. -
Crossing over fully has the advantage of being able to solo the other side's content. Regular (non TF) contacts will not speak to you or offer their missions.
