Mesmerize is a positionless psionic attack - it only checks against typed Psionic defense, which makes it a bother for many characters. (A basic guideline is - if the power can be found in the Mind Control powerset, it's likely positionless.)

Psychic Scream, on the other hand, checks Area-of-Effect defense as well as typed Psionic defense - to avoid it, you'll want to work on the AoE numbers. (Looking at the above guideline, you'll note that it's not in Mind Control.)

Well, absolute peak performance would technically involve the scrapper being lucky enough to critically hit with every single attack, and I think such a scrapper would edge out even a damage-capped brute... but that's silly.

Woah, that's pretty much Kyokugen-ryu Karate*, right there!

Effective or not, I'll be sure to play it.
