I heal 13% less even before heal decay penalty kicks in. If DR is that harsh on heal % stacking wouldn't it be better to play as a troller/emp or a thermal defender? I read dimensional shift doesn't work in pvp or did the dev fixed it already?

Are heals subjected to DR in pvp zones?

I am not referring to heal decay but the fact that my emp defender heals roughly 13% less with the first application of heals done in RV. I heals for about 599 HP with Heal Other in PvE but that number dropped down to 531 HP in RV. With my IO build I have 31% global heal bonus but it seems like these bonuses doesnt apply in a PvP zone? On mid's I tested with Heal Other three slotted with healing IOs and no heal bonus it heals roughly 522 HP, close to what I got in RV. Any enlightenment would be highly appreciated.
