After about three weeks of going backwards and forwards in multiple directions, it seems that the payment issues have been resolved. Here's what I learned:
Paypal does not work in the US for international transactions through the PlayNC Store, though is "something we are hoping to change."
In addition, the anti-fraud systems for purchasing items cross currency using credit cards are incredibly sensitive, but can be overridden with the right support (which makes sense. The last thing anyone wants is their credit card info leaked and used for these kinds of things. But, this is obviously a pain when you're the name on the card you're using and this happens, <laugh>).
Lastly, patience and perseverance can accomplish most things with the right attitude.
Although some of the Fraud prevention systems cannot be overridden (I'm limited to only a few transactions per day without causing red flags), I have been able to get the Going Rogue Complete Collection and one of the five Boosters without a hitch. My intention is to get the remaining serials as the Fraud Protection allows.
I want to thank you guys for your support in finding suggestions and also not being as flame stormy as this could have potentially been.
